Only the Minor Languages Minister?
So the Union Human Resource Development Ministry has decided to launch a programme to salvage the minor languages of India from ‘possible extinction in the not-so-distant future’. This will be done a project christened the ‘Bharat Bhasha Vikas Yojana’. The project will be implemented by the Central Institute of Indian Languages, Mysore (CIIL). The project is for minor languages that are not covered under the Eighth Schedule of the Constitution, primarily those spoken by about 10000 or lesser number of persons. There are nearly 100 such languages. And if you are looking for languages spoken by 10000 or more speakers, the list grows to 450.
One would have felt happy and commended the ministry for such an obviously good endeavour were it not late by over half a century. One would like to know how many minor languages India and the subcontinent have already lost in the last century and under colonial rule. Has the CIIL documented the linguistic extinction that has already taken place? Nevertheless, at least the government has woken up to the need for taking ‘urgent steps to preserve the unique heritage India has in its linguistic diversity.’
The HRD Ministry is asking the Planning Commission to allocate Rs. 50 crore for it in the 11th Five Year Plan. This comes to Rs. 10 crore a year for at least 100 of these languages. The project will involve documentation of these languages, their literatures, oral traditions, historical and sociological research on scripts and orthographic conventions, typographic and design, linguistic and lexicographic research. You can guess how much money will actually get to be effectively spent on each language given the way our great and efficient bureaucracy works.
Apart from these academic reasons the Ministry has also stressed to the Commission the importance of socio-linguistic development of small and marginalized communities in our multi-lingual country. This is some progress. From looking at the issue of minor languages from an academic perspective the government has finally linked it with the social development of the communities speaking them.
I guess we will have to wait for another 50-60 years for someone in the government to see the link between language, society, culture and finally, economy. Actually, the most surprising thing is that while there is so much debate and concern about the cultural impact of globalisation, even the impact on languages has been commented upon in academic circles, there is hardly any public evidence that the Indian intelligentsia has noticed and studied the link between language and economy of a community and the way they interact with each other and other factors.
Allow me a little vanity here and say that I told the Prime Minister about it. The occasion was the infrequent but mandatory meeting of the Kendriya Hindi Samiti, the highest supervisory body for the promotion of ‘rajbhasha’ Hindi. The Prime Minister heads it, the Union Home Minister if its vice chairman. Its members include six chief ministers, six union ministers and Hindi activists, writers, journalists etc. Yours truly is a member too. So, at the last meeting I submitted to the PM that as an economist he should appreciate that besides all the literary-cultural aspects, language is an economic issue. And that it was a great pity and a surprise that no one seemed to make the connection.
Let me explain the point I made. Besides the oft-quoted digital divide, there is also a language divide. It is clear. It is visible. But we don’t seem to see it. There are the English-haves and the English-have-nots. The E-haves find all doors of growth, opportunity, prestige, access to technology, latest knowledge, know-how, upward mobility open to them if they have the talent, the inclination and the drive. The E-have-nots too have these, but to a distressingly smaller extent. They too grow but when not competing with the E-haves. Most see it. When you mention it they agree that the divide exists.
But it is not just a social reality. It is an economic one too. There is an economic cost; immense cost actually, that both the E-have-nots as well as the national economy pay. It is the opportunity cost of missed prosperity, missed entrepreneurship, missed wealth and job creation. Imagine the economic value added if both the E-haves and the E-have-nots were equal partners and collaborators in using their combined potential and talent.
Its not that economists don’t see something so obvious. They call it the Bharat-India divide. The PM himself has repeatedly stressed the consequences of the growing regional and urban-rural divide. Shankar Acharya, among the country’s policy top economists and former Chief Economic Advisor to the Government of India, has published a collection of writings titled ‘Can India grow without Bharat?’
What is this distinction but linguistic? What is this distinction but that India speaks English and Bharat its languages?
The surprise is that such perspicacity stops short of seeing the connection between economic growth and the changing dynamics of language use, language hierarchies and the relative place and power of Indian languages vis-à-vis English. I understand one of the hottest topics among linguists globally is the relentless growth of the dominance of English across countries and societies, and the possible strategies of saving the local languages. The danger before big and hitherto powerful languages like Hindi, Marathi, Malayalam, Tamil etc. is that of increasing marginalization. The smaller, minor languages face extinction, often not only at the hands of English but of dominant local languages.
The adjectives being used in academic linguist circles for English in this context across UK, Thailand, Australia, Europe, China, Pakistan, India, Sri Lanka et al. are self-explanatory – ‘killer language’, ‘destructive language’, ‘linguistic imperialism’, ‘linguicism’. Some academics have described the phenomenon as being a bigger disaster than the extinction of species of animals and plants. Here is a quote ..” Some people say it is implicated in a major human disaster, involving the destruction of linguistic and cultural diversity on a scale far larger than the parallel ecological destruction of biodiversity. English is, according to such views, a language of economic opportunity only for a few: for the rest it creates a new global mechanism for structuring inequality both between 'the west' and 'the rest' and within the populations of nonwestern countries.”
The PM, and other worthies assembled at the Hindi meeting did not respond except that that committee existed only to look at the implementation of the Constitutional mandate of promotion of Hindi as the Union’s official language.
However, do you think there’s something here worthy of the attention of the HRD Ministry and the Central Institute of Indian Languages? Is it only the 100 below-10000-speaker minor languages that need help? Who will save the so called mighty ones like the 20 on the Eighth Schedule from ongoing marginalization and possible extinction a few generations down the line? How?
Isn’t it time all major language groups in India got together and started looking for strategies and means to slow, halt and reverse the phenomenon?

India’s language challenge
The issue of language is in much currency of late in India, as indeed it is in many parts of the world which are opening to globalisation. Not just any language, but the language that will take India forward, enable it to face and conquer the world in this great age of global and globalising technologies, markets, corporations, economies, services, knowledge, talent and opportunity. And the great chorus rises up, reverberating throughout the English media and its captive consuming class – it is English.
It is one sure currency the rising, shining India has that will smoothen the way of her onward march to becoming a world power. It is the key to growth, to the realisation of the dreams of the suddenly globally ambitious Indian middle class. Apart from the much feted and now feared Indian brain power, it is the educated Indian’s facility with and easy mastery of English that everyone agrees is the critical important strategic advantage India has over many other developing countries, particularly China.
Therefore, as every parent who can earn or borrow enough scrambles to send her children to an English medium school, as ‘Saint Vivekananda Public School’ and its like sprout faster than paan-shops on crowded roads, dirty lanes and in every mohalla worth its salt throughout the length and breadth of the country, as English-speaking training centres and language institutes and courses and products flood the booming vocational education and career market, increasingly shrill and strong voices ring out – make English India’s national language, promote it with all your might, let every child and her parent have access to English education at the earliest possible age, unleash her talent and thus let us all achieve our individual and national nirvana. Through English.
Anyone who dares do otherwise beware. You will be criticized, hounded, and worst of all, ridiculed. See what happened to the poor Karnataka Education Minister. He took action against some 2000 schools that were using English as the medium of instruction when they had obtained permissions to run them on the promise of having Kannada as the medium. The entire English media went after him as if he had committed treason, questioning his and his government’s wisdom, ridiculing him and all those who would still in this day be stupid enough to promote Indian languages over English, calling them jingoistic, medieval minded morons blind to the benefits of English for a globalising India. They were simply jeopardizing the future of the children of these schools. How could anyone in his senses deny them basic education in English? The pressure and ridicule brought to bear on the Karnataka government was so much that it had to reverse its decision. Why, even the West Bengal government has had to swallow its high cultural affectations and forced to have English as a medium of instruction in basic education instead of Bangla.
Now don’t get me wrong. I am not against teaching English in primary schools. I am not against the language. I am a student of English literature myself and have spent close to a decade as an English journalist. I am fully aware of the benefits of proficiency in English in a country where speaking English well and using all the mannerisms, behaviors, mores, attitudes, knowledge and access that come automatically with it give an instant comparative advantage to any individual and group. I am also aware of the comparative advantage it gives the country as a whole in all walks of life globally.
It makes me proud that some of our companies are teaching English to the Chinese and Indian teachers are teaching English in England as well as the US. The continuing string of global literary successes Indian or Indian-origin writers is a matter of justifiable pride for every Indian. The almost daily headlines of Indian companies listing on the New York Stock Exchange and the NASDAQ, taking over companies almost all over the developed world looking to win global markets and more and more Indians featuring on the lists of the rich and powerful and glamorous, and more and more Indian thinkers, academicians, scientists receiving global recognition and rewards – these are all very heartening developments.
The problem, briefly stated, is this. English is further dividing this country- socially, culturally, educationally, politically and economically. While growing numbers of English-educated young Indians get better access to knowledge, opportunities and skills important for success, it is denying these very things to over 90 % of Indians who know only their own languages. It is not English per se that is doing it. It is its status and social perceptions attached with it that are the problem. It is the exclusive and exclusivist, almost proprietary relationship English has increasingly acquired with power, access, knowledge, skills and social prestige in governance, business, academics and the professions that is the problem.
Talent, of all varieties, is born evenly distributed, knowing no boundaries of region, class, caste, economic status or language. How it blossoms, however, depends on the environment and nurturing and opportunity it receives. While it makes me happy to see English-educated urban children, including my own, marching ahead in all fields with the unbounded confidence that comes when talent and aspirations meet opportunity and enabling environment, it breaks my heart to see the terrible social disadvantage, inferiority complex, plain discrimination and not-so-subtle disdain non-English speakers suffer in their own country. Ask any Bihari student of Delhi University. She/he may be infinitely more, or equally at least, intelligent, hardworking and ambitious but she faces a daily disadvantage if she has had a largely Hindi education. There are no good books on major subjects in ‘national language’ Hindi, classroom lectures and notes are all in English – both making comprehension difficult.
It also gives them a complex. It creates barriers to social mixing, marking out the ‘bhaiyas’ and ‘behenjis’ from the ‘cool’ metro crowd. Some of these students from the great Indian language hinterland do surmount all social, educational and psychological hurdles and succeed through sheer grit and hunger for success. Please do read Shekhar Gupta about his theory and his pride on these HMTs (Hindi Medium Types). Not all, alas, are thus gifted with grit or luck.
Close your eyes, visualise the size and immensity of this country, its land, its people, its languages, its regional cultures. Think of bright, talented children taking birth all over this land, from the remote ramshackle hut to the swank metro heavens. Will all of them get the same nurturing environment, education and opportunity to realise their full potential? No. Those luck enough to receive English education will corner a hugely disproportionate share of the big opportunities. Those growing up and learning through their own languages will have to be content with second and third rate jobs, careers, businesses and opportunities.
The options are only two. One, make English the first medium of education from nursery. Let every Indian, present and future, share the same linguistic prowess and conquer the world. Two, make every child study through her/her own mother tongue or local language upto class ten, with very strong English learning alongside. Then let them choose the language after this level according to their aptitudes, needs, choice and abilities.
These children will have higher comprehension, better grasp of subjects, knowledge closer to their local cultures. They will be more rooted in their socio-cultural milieu, more in touch with their heritage and more self-confident of their Indian identity than the present products of exclusively English medium educational institutions – Indians by birth, western (largely American) by lifestyle, language, aspirations, value systems and dreams.
I recently saw a long letter a friend of my daughter had sent her. It was handwritten and touchingly affectionate. The language was Hindi. The script roman. Just as I was ruminating over the meaning and the implications of it, I chanced upon a very perceptive article by Ajit Balakrishnan, founder and CEO of rediff.com. it shocked the daylights out of me. Trust a tech visionary and an entrepreneur to see the future, at least its trends. Ajit is wondering whether the next decades will see millions of young Indians growing up using the universal English QUERTY type keyboards in computers and mobile phones for all essential written communication writing Hindi, Bangla, Marathi, Tamil etc in the roman script. Will we have poetry, short stories, novels, text books, newspapers, magazines, websites in all Indian languages in the roman script?
Think. Think of the implications for our languages, our sense of being Indians, our cultures, our literatures, our cultural text resources, the scriptures, and above all, our different scripts. Will our languages become ‘bolies’, only to be spoken in social discourse, in entertainment, in songs and Indipop, while English becomes the sole language of knowledge, growth, prosperity, power, prestige, business, science and governance.
I cannot speak for other languages, but about my beloved Hindi I make a prediction. Within the next 25 years it will become the language of the poor, the backward-the drivers, servants, the subziwallas. I hope I am wrong.
